thismorning,welearnedthatoureconomycreatedover200,000newjobsinjuly.that’sontopofabout300,000newjobsinjune.sowearenowinasix-monthstreakwithatleast200,000newjobseachmonth.that’sthefirsttimethathashappenedsince1997.overthepastyear,we’veaddedmorejobsthananyyearsinceXX.andalltold,ourbusinesseshavecreated9.9millionnewjobsoverthepast53months.that’sthelongeststreakofprivatesectorjobcreationinourhistory.
andaswesawonwednesday,theeconomygrewatastrongpaceinthespring.companiesareinvesting.consumersarespending.americanmanufacturing,energy,technology,autos--allarebooming.andthankstothedecisionsthatwe’vemade,andthegritandresilienceoftheamericanpeople,we’verecoveredfasterandcomefartherfromtherecessionthanalmostanyotheradvancedcountryonearth.
sothegoodnewsistheeconomyclearlyisgettingstronger.thingsaregettingbetter.ourenginesarerevvingalittlebitlouder.andthedecisionsthatwemakerightnowcansustainandkeepthatgrowthandmomentumgoing.
unfortunately,thereareaseriesofstepsthatwecouldbetakingtomaintainmomentum,andperhapsevenaccelerateit;therearestepsthatwecouldbetakingthatwouldresultinmorejobgrowth,higherwages,higherincomes,morereliefformiddle-classfamilies.andsofar,atleast,incongress,wehavenotseenthemwillingorabletotakethosesteps.
i’vebeenpushingforcommon-senseideaslikerebuildingourinfrastructureinwaysthataresustainedovermanyyearsandsupportmillionsofgoodjobsandhelpbusinessescompete.i’vebeenadvocatingonbehalfofraisingtheminimumwage,makingiteasierforworkingfolkstopayofftheirstudentloans;fairpay,paidleave.allthesepolicieshavetwothingsincommon:allofthemwouldhelpworkingfamiliesfeelmorestableandsecure,andallofthemsofarhavebeenblockedorignoredbyrepublicansincongress.that’swhymyadministrationkeepstakingwhateveractionswecantakeonourowntohelpworkingfamilies.
now,it’sgoodthatcongresswasabletopasslegislationtostrengthentheva.andiwanttothankthechairmenandrankingmemberswhowereinvolvedinthat.it’sgoodthatcongresswasabletoatleastfundtransportationprojectsforafewmoremonthsbeforeleavingtown--althoughitfallsfarshortofthekindofinfrastructureeffortthatweneedthatwouldactuallyacceleratetheeconomy.butforthemostpart,thebig-ticketitems,thethingsthatwouldreallymakeadifferenceinthelivesofmiddle-classfamilies,thosethingsjustarenotgettingdone.
let’sjusttakearecentexample:immigration.weallagreethatthere’saproblemthatneedstobesolvedinaportionofoursouthernborder.andweevenagreeonmostofthesolutions.butinsteadofworkingtogether--insteadoffocusingonthe80percentwherethereisagreementbetweendemocratsandrepublicans,betweentheadministrationandcongress--houserepublicans,aswespeak,aretryingtopassthemostextremeandunworkableversionsofabillthattheyalreadyknowisgoingnowhere,thatcan’tpassthesenateandthatifitweretopassthesenateiwouldveto.theyknowit.
they’renoteventryingtoactuallysolvetheproblem.thisisamessagebillthattheycouldn’tquitepulloffyesterday,sotheymadeitalittlemoreextremesomaybetheycanpassittoday--justsotheycancheckaboxbeforethey’releavingtownforamonth.andthisisonanissuethattheyallinsistedhadtobeatoppriority.
now,oureffortsadministrativelysofarhavehelpedtoslowthetideofchildmigrantstryingtocometoourcountry.butwithoutadditionalresourcesandhelpfromcongress,we’rejustnotgoingtohavetheresourcesweneedtofullysolvetheproblem.thatmeanswhilethey’reoutonvacationi’mgoingtohavetomakesometoughchoicestomeetthechallenge--withorwithoutcongress.
andyesterday,eventhoughthey’vebeensittingonabipartisanimmigrationbillforoverayear,houserepublicanssuggestedthatsincetheydon’texpecttoactuallypassabillthaticansign,thatiactuallyshouldgoaheadandactonmyowntosolvetheproblem.keepinmindthatjustafewdaysearlier,theyvotedtosuemeforactingonmyown.andthenwhentheycouldn’tpassabillyesterday,theyputoutastatementsuggestingishouldactonmyownbecausetheycouldn’tpassabill.
soimmigrationhasnotgottendone.astudentloanbillthatwouldhelpfolkswhohavestudentloandebtconsolidateandrefinanceatlowerrates--thatdidn’tpass.thetransportationbillthattheydidpassjustgetsusthroughthespring,whenweshouldactuallybeplanningyearsinadvance.statesandbusinessesareraisingtheminimumwagefortheirworkersbecausethiscongressisfailingtodoso.
evenbasicthingslikeapprovingcareerdiplomatsforcriticalambassadorialpostsaren’tgettingdone.lastnight,forpurelypoliticalreasons,senaterepublicans,foracertainperiodoftime,blockedournewambassadortorussia.itraisedsuchanuproarthatfinallytheywentaheadandletourrussianambassadorpass--atatimewhenwearedealingeverydaywiththecrisisinukraine.
they’restillblockingourambassadortosierraleone,wherethere’scurrentlyanebolaoutbreak.they’reblockingourambassadortoguatemala,evenastheydemandthatwedomoretostoptheflowofunaccompaniedchildrenfromguatemala.therearealotofthingsthatwecouldbearguingaboutonpolicy--that’swhatweshouldbedoingasademocracy--butweshouldn’tbehavinganargumentaboutplacingcareerdiplomatswithbipartisansupportincountriesaroundtheworldwherewehavetohaveapresence.
sothebottomlineisthis:wehavecomealongwayoverthelastfiveandahalfyears.ourchallengesarenowherenearasdauntingastheywerewhenifirstcameintooffice.buttheamericanpeopledemandanddeserveastrongandfocusedeffortonthepartofallofustokeepmovingthecountryforwardandtofocusontheirconcerns.andthefactiswecouldbemuchfurtheralongandwecouldbedoingevenbetter,andtheeconomycouldbeevenstronger,andmorejobscouldbecreatedifcongresswoulddothejobthatthepeoplesentthemheretodo.
andiwillnotstoptryingtoworkwithbothpartiestogetthingsmovingfasterformiddle-classfamiliesandthosetryingtogetintothemiddleclass.whencongressreturnsnextmonth,myhopeis,isthatinsteadofsimplytryingtopasspartisanmessagebillsonpartylinesthatdon’tactuallysolveproblems,they’regoingtobewillingtocometogethertoatleastfocusonsomekeyareaswherethere’sbroadagreement.afterallthatwe’vehadtoovercome,ourcongressshouldstopstandinginthewayofourcountry’ssuccess.

ihavebeenveryclearthroughoutthiscrisisthatisraelhasarighttodefenditself.nocountrycantoleratemissilesrainingdownonitscitiesandpeoplehavingtorushtobombsheltersevery20minutesorhalfhour.nocountrycanorwouldtoleratetunnelsbeingdugundertheirlandthatcanbeusedtolaunchterroristattacks.
andso,notonlyhavewebeensupportiveofisraelinitsrighttodefenditself,butinveryconcreteterms--forexample,insupportfortheirondomeprogramthathasinterceptedrocketsthatarefiringdownonisraelicities--we’vebeentryingtocooperateasmuchaswecantomakesurethatisraelisabletoprotectitscitizens.
now,atthesametime,we’vealsobeenclearthatinnocentciviliansingazacaughtinthecrossfirehavetoweighonourconscienceandwehavetodomoretoprotectthem.acease-firewasonewayinwhichwecouldstopthekilling,tostepbackandtotrytoresolvesomeoftheunderlyingissuesthathavebeenbuildingupoverquitesometime.israelcommittedtothat72-hourcease-fire,anditwasviolated.andtryingtoputthatbacktogetherisgoingtobechallenging,butwewillcontinuetomakethoseefforts.
andletmetakethisopportunity,bytheway,togivesecretaryjohnkerrycredit.hehasbeenpersistent.hehasworkedveryhard.hehasenduredonmanyoccasionsreallyunfaircriticismsimplytotrytogettothepointwherethekillingstopsandtheunderlyingissuesaboutisrael’ssecuritybutalsotheconcernsofpalestiniansingazacanbeaddressed.

i’minconstantconsultationwithprimeministernetanyahu.ournationalsecurityteamisinconstantcommunicationwiththeisraelmilitary.iwanttoseeeverythingpossibledonetomakesurethatpalestinianciviliansarenotbeingkilled.anditisheartbreakingtoseewhat’shappeningthere,andithinkmanyofusrecognizethedilemmawehave.ontheonehand,israelhasarighttodefenditselfandit’sgottobeabletogetatthoserocketsandthosetunnelnetworks.ontheotherhand,becauseoftheincrediblyirresponsibleactionsonthepartofhamastooftentimeshousetheserocketlaunchersrightinthemiddleofcivilianneighborhoods,weendupseeingpeoplewhohadnothingtodowiththeserocketsendingupbeinghurt.

thepresident:look,thisisacommonthemethatfolksbringup.apparentlypeoplehaveforgottenthatamerica,asthemostpowerfulcountryonearth,stilldoesnotcontroleverythingaroundtheworld.andsoourdiplomaticeffortsoftentaketime.theyoftenwillseeprogressandthenastepbackwards.that’sbeentrueinthemiddleeast.that’sbeentrueineurope.that’sbeentrueinasia.that’sthenatureofworldaffairs.it’snotneat,andit’snotsmooth.
butifyoulookat,forexample,ukraine,wehavemadeprogressindeliveringonwhatwesaidwewoulddo.wecan’tcontrolhowmr.putinthinks.butwhatwecandoissaytomr.putin,ifyoucontinueonthepathofarmingseparatistswithheavyarmamentsthattheevidencesuggestsmayhaveresultedin300innocentpeopleonajetdying,andthatviolatesinternationallawandunderminestheintegrity--territorialintegrityandsovereigntyofukraine,thenyou’regoingtofaceconsequencesthatwillhurtyourcountry.
andtherewasalotofskepticismaboutourabilitytocoordinatewitheuropeansforastrongseriesofsanctions.andeachtimewehavedonewhatwesaidwewoulddo,includingthisweek,whenweputinplacesanctionsthathaveanimpactonkeysectorsoftherussianeconomy--theirenergy,theirdefense,theirfinancialsystems.
ithasn’tresolvedtheproblemyet.ispoketomr.putinthismorning,andiindicatedtohim,justaswewilldowhatwesaywedointermsofsanctions,we’llalsodowhatwesaywedointermsofwantingtoresolvethisissuediplomaticallyifhetakesadifferentposition.ifherespectsandhonorstherightofukrainianstodeterminetheirowndestiny,thenit’spossibletomakesurethatrussianinterestsareaddressedthatarelegitimate,andthatukrainiansareabletomaketheirowndecisions,andwecanresolvethisconflictandendsomeofthebloodshed.
butthepointis,though,bill,thatifyoulookatthe20thcenturyandtheearlypartofthiscentury,therearealotofconflictsthatamericadoesn’tresolve.that’salwaysbeentrue.thatdoesn’tmeanwestoptrying.andit’snotameasureofamericaninfluenceonanygivendayoratanygivenmomentthatthereareconflictsaroundtheworldthataredifficult.theconflictinnorthernirelandragedforavery,verylongtimeuntilfinallysomethingbroke,wherethepartiesdecidedthatitwasn’tworthkillingeachother.

onthesupplemental,weagreedon80percentoftheissues.therewere20percentoftheissuesthatperhapsthereweredisagreementsbetweendemocratsandrepublicans.asisaidtoonerepublicancolleaguewhowasdownherethatiwasbriefingaboutsomenationalsecurityissues,whywouldn’twejustgoaheadandpassthe80percentthatweagreeonandwe’lltrytoworktoresolvethedifferencesontheother20percent?whywouldn’twedothat?andhedidn’treallyhaveagoodanswerforit.
sothere’snodoubtthaticanalwaysdobetteroneverything,includingmakingadditionalcallstospeakerboehner,andhavingmoreconversationswithsomeofthehouserepublicanleadership.butintheend,thechallengeihaverightnowisthattheyarenotabletoactevenonwhattheysaytheirprioritiesare,andthey’renotabletoworkandcompromiseevenwithsenaterepublicansoncertainissues.andtheyconsiderwhathavebeentraditionallyrepublican-supportedinitiatives,theyconsiderthoseassomehowabetrayalofthecause.
taketheexampleoftheexport-importbank.thisisaninterestingthingthat’shappened.thisisaprograminwhichwehelptoprovidefinancingtosellamericangoodsandproductsaroundtheworld.everycountrydoesthis.it’straditionallybeenchampionedbyrepublicans.forsomereason,rightnowthehouserepublicanshavedecidedthatweshouldn’tdothis--whichmeansthatwhenamericancompaniesgooverseasandthey’retryingtocloseasaleonsellingboeingplanes,forexample,orageturbine,orsomeotheramericanproduct,thathasallkindsofsubcontractorsbehinditandiscreatingallkindsofjobs,andallsortsofsmallbusinessesdependonthatsale,andthatamericancompanyisgoingupagainstagermancompanyorachinesecompany,andthechineseandthegermancompanyareprovidingfinancingandtheamericancompanyisn’t,wemaylosethatsale.
