yesterday,december7th,1941--adatewhichwillliveininfamy--theunitedstatesofamericawassuddenlyanddeliberatelyattackedbynavalandairforcesoftheempireofjapan.
theunitedstateswasatpeacewiththatnationand,atthesolicitationofjapan,wasstillinconversationwithitsgovernmentanditsemperorlookingtowardthemaintenanceofpeaceinthepacific.
indeed,onehourafterjapaneseairsquadronshadcommencedbombingintheamericanislandofoahu,thejapaneseambassadortotheunitedstatesandhiscolleaguedeliveredtooursecretaryofstateaformalreplytoarecentamericanmessage.andwhilethisreplystatedthatitseemeduselesstocontinuetheexistingdiplomaticnegotiations,itcontainednothreatorhintofwarorofarmedattack.
itwillberecordedthatthedistanceofhawaiifromjapanmakesitobviousthattheattackwasdeliberatelyplannedmanydaysorevenweeksago.duringtheinterveningtime,thejapanesegovernmenthasdeliberatelysoughttodeceivetheunitedstatesbyfalsestatementsandexpressionsofhopeforcontinuedpeace.
theattackyesterdayonthehawaiianislandshascausedseveredamagetoamericannavalandmilitaryforces.iregrettotellyouthatverymanyamericanliveshavebeenlost.inaddition,americanshipshavebeenreportedtorpedoedonthehighseasbetweensanfranciscoandhonolulu.
yesterday,thejapanesegovernmentalsolaunchedanattackagainstmalaya.
lastnight,japaneseforcesattackedhongkong.
lastnight,japaneseforcesattackedguam.
lastnight,japaneseforcesattackedthephilippineislands.
lastnight,thejapaneseattackedwakeisland.
andthismorning,thejapaneseattackedmidwayisland.
japanhas,therefore,undertakenasurpriseoffensiveextendingthroughoutthepacificarea.thefactsofyesterdayandtodayspeakforthemselves.thepeopleoftheunitedstateshavealreadyformedtheiropinionsandwellunderstandtheimplicationstotheverylifeandsafetyofournation.
ascommanderinchiefofthearmyandnavy,ihavedirectedthatallmeasuresbetakenforourdefense.butalwayswillourwholenationrememberthecharacteroftheonslaughtagainstus.
nomatterhowlongitmaytakeustoovercomethispremeditatedinvasion,theamericanpeopleintheirrighteousmightwillwinthroughtoabsolutevictory.
ibelievethatiinterpretthewillofthecongressandofthepeoplewheniassertthatwewillnotonlydefendourselvestotheuttermost,butwillmakeitverycertainthatthisformoftreacheryshallneveragainendangerus.
hostilitiesexist.thereisnoblinkingatthefactthatourpeople,ourterritory,andourinterestsareingravedanger.
