webothrecognisethatthisishistory’slegacy.resolvingitisoursharedresponsibilitytothefuture.wemustmoveaheadwithnewpurposeanddetermination.
thesolutionwechooseshoulddomorethansettletheboundaryquestion.
itshoulddosoinamannerthattransformsourrelationshipandnotcausenewdisruptions.
wehavebeenremarkablysuccessfulinmaintainingpeaceandtranquilityalongtheborder.
wemustcontinuetodothatontheprincipleofmutualandequalsecurity.
ouragreements,protocolsandbordermechanismshavebeenhelpful.
but,ashadowofuncertaintyalwayshangsoverthesensitiveareasoftheborderregion.
itisbecauseneithersideknowswherethelineofactualcontrolis,intheseareas.
thatiswhyihaveproposedresumingtheprocessofclarifyingit.wecandothiswithoutprejudicetoourpositionontheboundaryquestion.
weshouldthinkofcreativesolutionstoissuesthathavebecomeirritants–fromvisapoliciestotrans-borderrivers.
sometimes,smallstepscanhaveadeepimpactonhowourpeopleseeeachother.
wearebothincreasingourengagementinoursharedneighbourhood.thiscallsfordeeperstrategiccommunicationtobuildmutualtrustandconfidence.
wemustensurethatourrelationshipswithothercountriesdonotbecomeasourceofconcernforeachother.and,whereverpossibleandfeasible,weshouldworktogether,aswedidinrespondingtotheearthquakeinnepal.
ifthelastcenturywastheageofalliances,thisisaneraofinter-dependence.so,talksofalliancesagainstoneanotherhavenofoundation.
inanycase,wearebothancientcivilizations,largeandindependentnations.neitherofuscanbecontainedorbecomepartofanyone’splans.
so,ourpartnershipininternationalforumsshouldnotbedeterminedbytheconcernsofothers,buttheinterestsofourtwocountries.
